Coalition
for Reforms and Democracy (CORD) leader Raila Odinga has accused President
Uhuru Kenyatta and Deputy President William Ruto of frustrating devolution
after they both skipped the ongoing 3rd Annual Devolution Conference in Meru
County.
Raila said the state has proved to be an enemy of
devolution working with their agents to frustrate devolution.
The CORD Leader also hit out at Senators for giving the
event a wide berth, saying Senators are bitter with Governors since the county
chiefs enjoy more powers than them.
On Thursday, President Kenyatta delegated Devolution
Cabinet Secretary Mwangi Kiunjuri to represent him at the event while his
deputy also skipped the event Friday and sent Water Cabinet Secretary Eugene
Wamalwa to officially close the event on his behalf.
